[FROM ADMIN] Anh Thanh Long To's VNSA subscription suspended for 12 months.

Dear Anh Thanh Long To,
On Saturday April 5, 1997, you forwarded several VNSA messages to a forum
Y in such a way that these messages appeared on Y AS IF they were posted
there directly by the authors. For example, a message about the musician
Le^ Thu+o+ng posted on VNSA by AnHai Doan appeared on Y as if AnHai Doan
posted directly to Y. Later, a follow-up message posted by Anh Ian Bui
appeared in the same way on Y. We considered this unethical and
unacceptable behavior from a VNSA member.
This is not the first time you exhibited such behavior. In the short time
VNSA has been in existence and you have been a member, you have
consistently exhibited behaviors that either (1) seriously violated VNSA
policies, or (2) are rude, impolite, harassing, and unethical toward VNSA
members, and disrespectful toward VNSA admin board, or (3) created
tensions between VNSA and sister forums, jeopadizing their cooperations
for the benefits of DHS/NCS, or forced the VNSA admins to waste
unnecessary time and energy from their extremely limited resources.

(1) Behaviors that seriously violated VNSA policies:
- In January 1997, you posted anonymously to VNSA several times, despite a
VNSA request that member posting should show his/her name and return
address. For this action, you received a public warning from the VNSA
admin board, warning you against future possible violations of VNSA
policies.
- After that incident, you subscribed to VNSA using two different
accounts, with two different names, showing two completely different
behavior patterns (via your postings) on VNSA.

(2) Behaviors that are unethical toward VNSA members:
- In December 1996, a VNSA member introduced himself to VNSA. You later
forwarded this message to Y and used it to argue against the merging
between VNSA and Y. You use personal information in the introductory
message to argue that this VNSA member is very much likely an overseas
Vietnamese; and so Y should not merge with VNSA. Alas, the VNSA member is
a DHS! But more important, we think that using private information posted
on VNSA on another public forum is simply unethical behavior that is
unacceptable from a VNSA member.
- On Saturday April 5, 1997, as we wrote at the beginning of this message,
you made VNSA messages appear on Y *as if* they were posted there by the
authors. This is not true. Not only such behavior is unethical because it
is an intentional distortion of the truth, it can also be harmful for VNSA
members. Suppose messages from X, an overseas VNSA members, keep appearing
on forum Y in this way. Later words can be spread around that X is an
active participant of Y. This information alone could have caused X enough
troubles. As someone living in the US, Anh Thanh Long To should have known
this.

(3) Behaviors that are impolite, rude, harassing toward VNSA members,
created tensions between VNSA and sister forums, and jeopadizing their
cooperations for the benefits of DHS/NCS.
- In the past, you sent many messages intended for the Y forum to VNSA
members, causing some of them to complain to the VNSA admin board. We were
then forced to bring the matter to the attention of the Y admin board. The
Y admin board told you to stop cc-ing Y forum messages to VNSA members.
- You used account number one to subscribe to VNSA, but then used account
number two (under a completely different name and is NOT subscribed to
VNSA) to send messages criticizing some VNSA members about their VNSA
postings. Some of these members contacted us; they were puzzled by the
fact that why the guy with the account number two criticized them, and
that if his criticism expresses the viewpoints of the VNSA admin board,
and that if the guy with account number two is actually this or that guy
on VNSA.
- You sent aggressive member recruiting postings (for forum Y) to VNSA.
This recruiting style, while by itself is not a problem, coupled with your
attitudes, created tensions between VNSA and forum Y, hindering their
future cooperations for the benefits of DHS/NCS.

In addition, for the sake of completeness, we note that many of your
behaviors showed disrespect to the VNSA admin boards. In your private
correspondence with the VNSA admin board, you used an extremely
disrespectful and condescending tone. From our private correspondence with
you, it is also clear that your behavior pattern is not likely going to
change.
In short, you have showed a consistent pattern of behaviors that
repeatedly violated VNSA policies; are rude, impolite, harassing, and
unethnical toward VNSA members; and created tensions between VNSA and
sister forums, jeopadizing their future cooperations for the benefits of
DHS/NCS.
For a long time, we have been reluctant in taking serious disciplinary
actions against you, since we assumed you had good intentions toward VNSA,
the word about which you did help to spread among the Vietnamese
community. We acknowledge your help and thank you for that. Nevertheless,
for the sake and long-term benefit of VNSA, its policy should be strictly
and fairly enforced. So, for the behaviors listed in (1), and taking into
consideration also behaviors listed in (2) and (3), the VNSA admin board
has collectively decided that:
- Your VNSA subscription will be suspended for 12 months. For these 12
months you won't be able to receive VNSA mails and post to VNSA. In 12
months, you can write to the VNSA admin board for a reconsideration of
your membership.
This decision takes effect immediately.

Please note that this is an official request from the VNSA admins.
VNSA rules state that disregarding official requests from the admins is
considered a SERIOUS VIOLATION of VNSA policy and can qualify you for
immediate removal from VNSA. Therefore, please comply with the official
request. This request cannot be commented on in any form on VNSA by any
member. If a VNSA member thinks that this request was not made in
accordance with VNSA policy, he/she should send private mails to the
admins detailing his/her complaints.
