  Thank you for enlightening. Maybe the adjective "common" has confused you.
The common sense is not an external one, that is yours. It cannot be 
interchanged with the "public sense" like in other cases: i.e public place
= common place...
  
   At least I use the word to mean exactly what you mean by Luong Tri.
It is usually said " he has a good common sense". Attention: his own 
common sense!!!
   
   I don't believe that the decision on Legacy issues can be based on the 
common sense. Nothing perfect:
    Ti`nh ngay ly' gian or Ti`nh gian Ly' ngay.
But the human kind has not discovered anything better than the Legacy.
