Ba('c Giang is better than before but not as booming as Ba('c Ninh. I was
at my uncle house in the country side of Ba('c Giang not far from the
river. His house is a 3 storey brick house now. He is pleased with his
life. But life is still tough there compared to other regions.
On the subject of administrative reform, i was told by a number of people
in Vietnam that this is long overdue. And the benefit is obvious in many
regions in the country. Some people said that the attempt to combine the
provinces (eg. Ha?i Du+o+ng and Hu+ng Ye^n to Ha?i Hu+ng..) to a larger
province had failed miserably. It shacked and dampened the dynamics of
the provinces. Now the current administrative provincial system is
similar to the previous system of provinces under the French rule. Some even
said that the French must be clever and knew
the geographical terrain well in devising the system of provinces which
worked well.

PS: I was also told by an acquaintance in Vietnam that as soon as the
province of Phu' Kha'nh was split to two previous separate provinces of
Phu' Ye^n and Kha'nh Hoa`, the people in Kha'nh Hoa` was overjoyed and
happy. Perhaps, anh Tuan Pham from Nha Trang could confirm this :-)
