Re: unfairness



In addition to the message of The Hung, I would like to express a few
humble thoughts of myself about the unfairness in selection for
scholarship in VN.
There is always an unbalance between the scholarship quota between the
north and the south VN. I try to make sense of the idea behind this issue.
It is probably some political issue. I know a lot of people in HCM
university of technology deserve a chance to study overseas, but they never
have a chance since lack of information or limit of available
scholarships.   
My argument here is " should the scholarship be distributed according to
the university potential rather than the geometry areas ?". Of course the
government should have some scheme to encourage higher education in the
rural or mountainous areas. I don't think it is fair that most of the uni
in Hanoi area have access to scholarship, while just a few uni in the HCM
city and the south share a very limited number of scholarship.
Obviously, it is far to be perfect, but the system we currently have now
is too biased.
