OPRS application forms can be obtained from the Scholarship
offices of each universities. You got to write to them. When
you apply, you must know what research or research area you
want to do, and (prefereably) with whom. So a bit of preparation
is required.
You can identify a staff member with whom you want to work by
looking at his papers in the journals, talking to him at
conferences, looking at his web pages, or emailing him.
The webpages of the major unis in Australia are all of the form:

where **** can be:
unsw: Uni of New South Wales
anu: Australian National Uni
usyd: Uni of Sydney
uq: uni of Queensland
monash: Monash Uni
uwa: Uni of West Australia
adelaide: Uni of Adelaide
unimelb: Melbourne Uni
These are the so called "big research universities" of Australia.
Once you find a staff member, introduce yourself and try to
persuade them of your research abilities. If he likes it
then he will help you draft the research proposal and this
will increase your chances of getting the scholarship.
In the meantime, write or email the universities immediately to
get the forms. They are due in by end of September.
