Hi Hoa Hoang,

  It is a quite different question that the Affirmative Action is not in 
the Vietnamese Regulation nor in many others.
  We are talking about "Co^ng ba(`ng" based on the current Vnmese Law.
 Or you want to apply the US law in Vietnam?
