Not necessarily! Depending on the company's structure
AND culture. I said "culture" because I know of companies who
want to lure good employees by simply offering them grandiose
title such as "director of X", but he/she performs exactly
the same duties as "manager of X". Some companies,
particularly the middle ones, prefer the title General
Manager in place of Chief Executive Officer (or Chief
Operating Officer) and under this fellow (general manager)
there are heap of directors. On the other hand, under CEO,
there are heap of managers.
Large corporations have board of directors and members
of the board are titled as "director". However, in the
operational hierarchy, there are also "directors", such as
director of finance, director of marketing and so on, which
are not members of the board.
In summary, in practice, there is no clear distinction
between these titles. What is clear is the size of wage and
salaries :)!
